your research is wrong.  CSS external style sheets are overridden by
<style>some stuff</style> in the head which in turn is overridden by element
level styles.  99% of the time there is no reason to have styles in the doc.

attributes in the document.  Would like a confirmation if possible
from those more knowledable.  
if  in style sheet you have
<style> 
A:hover { COLOR: silver }
</style>

and in the document
<a style="hover: color='green';" >

then its always going to hover as silver
