Yeah I sorta figured it might be that way. Maybe a .bat or some type of
script that gets run. How would you for example if they click restart server
button have it execute for example restartServer.bat  ? Ive never ran
anything that was not in  the website itself.

The app might be listening on a certain port for commands but a simpler 
choice might just be that it send a commandline statement and executes this 
to change the state of the server.
