it was in the original .NET Beta, it does not exist in .NET 1.1 which is the version used by VS 2003. Remember Visual Studio is just an IDE, not the framework. The framework contains the classes, the IDE is just an aid to write code that uses the classes.
You can use the reflector found here, http://www.aisto.com/roeder/dotnet/, to investigate what classes live in any given assembly.
