No, but themes can somewhat replace them (not completely, but supplement may be 
a better word to describe it).

Masterpages is your header/footer include (but far more powerful).
Themes is your coloring for your controls.

There's a free streaming video (screen capture) tutorial on 
www.aspdeveloper.net I did about master pages - Shows some of the capabilities.
