You can't have a UI as part of the service directly, but checking the database regularly and sending mail are perfect tasks for the service.
When you need a separate UI to work with the service, what I've done is have the service act as a Remoting Host. A UI can then communicate with the service via Remoting (and doesn't even have to be on the same machine).
