There are 2 choices
1. If the POP-UP should be refreshed by itself, then
look into <META> tag (search in google), one of the
option in META tag is to refresh the page after <nn>
seconds, that might be of some help
2. From "Source Page", if you open the "pop-up page",
then give some name to this pop-up page (this can be
done using Javascript). Now if you try opening the
"pop-up page" again from this "Source Page", it will
try opening this pop-up page with same name, but that
page been already open it will refresh that page
