I don't know if I would recommend RoR to a beginning programmer.

Probably asp would be a simpler solution.
RoR is great but it's documentation is still well not quite there yet.

Want to do something in asp / php / .net
Throw out a google and get 20 scripts to do it with.

With RoR no such thing.

Also I'm a bit worried about the newest release, which is a release 
candidate.
There are a lot of serious bug reports coming in about it.

If your a beginner and things are supposed to work one way and it doesn't 
because of bugs in the platform... it won't work for you.
