In Internet Explorer version 6(May be same or similar in earlier 
versions) check your setting in Tools --> Options --> General Tab 
Choose "Settings" button. Change the option at the top of the box 
to "Every visit to the page". I think the default is "Automatically" 
which I think allows caching in IE. Hope that helps.
