He should render medical aid but must inform the police even after the treatment. Its evident that he can't inform during their presence, but he should do it immediately after. I think there has been some changes in the law in the recent times in this regard. But the problem is he feels it is better to forget it instead of getting entangled in unneccessary legal hassles.
