This is because we donot have yet what we call, "democracy by the people".  Once people know about these information, the members should have the right to know what is happening to the money. Till now I don't think any public is aware of these and I have not seen a single case where the people have asked the million dollar question to their MPs. This is what we need to do specially in Assam. Educate the people how to ask embarrassing questions to the MPs. I donot think all the money is going to someone's pocket. But the people should have the right to know. And to know they must ask dumb questions as a first step.  Please note that our 'democracy' (or desi-demokresi as some people like to say) is only for 60 years old. In the west they had it for couple of hundred years.  This is one area where those of us who have seen how democracy work in this country can help to encourage our people to practise democracy.  One big element is to ask pointed questions to their leaders. MPs and MLAs need to be told that they need to earn their wing every day.  This is also the only way how we stop 'corruption' other than blaming the government for not doing miracles.

missing point here of course was that their lifestyle was the least interesting item here. what fascinating here was the news about the 2 crores per annum assigned for each MP's area and people from those areas still having to stay without clean water, decent roads, schools and other community properties, etc.
