Having been in Delhi when it was still a Union Territory and NOT a state as it is now - I can relate to current issues in Washington DC to some extent - which has no state govt - but reports directly to US Senate (parliament) and is governed directly by its Federal Govt. Their city Mayor is the highest authority whose decisions are sometimes overruled by US Senate's.
But being in a nation's capitol has many advantages - get lots of Central/Federal Govt money and undivided attention. Important people come to visit the schools - like Prince Charles (of UK) recently at SEED Charter school in DC- run by Adler and VinayKota. Same in Delhi where the govt schools are much better than elsewhere in the country. Even private ones tend to be better - since citizens all over the country are looking up to the Capitol - and like to show themselves in best light by engaging in reforms - right in front of those who matter - elected officials in Parliament/Senate.
Was going through this report on DC's Charter schools - privately managed schools - which get money from govt for each child enrolled. This one is for DC - and quite different from ones far away from capitol - like in Arizona's desert.
Some might find it interesting. My trip to the Capitol Hill a few days back also was useful - in understanding how politics works in USA's Capitol. Having been in the area for exactly 4 months today - gives me a good idea of the city's culture and hoi-poloi.
Though DC is no match to Delhi - with DC having only 570,000 residents compared to Delhi's 15 million - it is equally complex since unlike Delhi - its residents are NOT the dominant majority of the country (Delhi's Punjabi/Sindhi, UPiite etc) - but are 85% Blacks - who rushed to the capitol in 1800s to escape harrassment in nearby largest slave states of Maryland and Virgina. Thus, DC's case is quite useful to see how improvement and politics play out - even in USA.
