Local jobs come through local business - like Assam Tea - or develop a setup like Reliance PetroChenmicals - to develop local oil refineries. Saudi Arabia's GDP has fallen to half its 1980s level - even though it produces 25% of world's oil - Venezuela is hardly a developed nation either -- even Chile is doing better with $12,000 per capita GDP (compared to India's $460) despite no oil.
 
Assam is getting 20-30% oil royalty -as said by coolspirit- which seems quite good money -where does it go?
 
Like Pondicherry why not set up good technical institutes -- and draw students nationwide - but who would come in this violence filled climate to study in Assam unless proper security is provided -- which is only possible for IITs etc -top level ones. Students (from Asam, Bihar, Nepal etc) go to Dehradoon or Rajasthan schools and colleges (esp. girls) to study since they have safety of life and limb and above average education .

1) Though it is not good to blame Centre of every reason of our backwardness, it is equally true that we have to sacrifice hundreds of people to get one IIT, reasonable royalty in Crude oil, Tea auction centre in guwahati .. and many more.  Whole north east is in need of a AIIMS standard medical college.  But we cannot get because we have yet to start another agitation.  May ULFA can manage this time.....
2) Crude oil production in assam is as much as Venezuala and have equal population.  But venezuala is a developed country (80%revenue from oil export) while assam is one of the poorest state in india (80% of india's oil produced in assam). Because we get only the 15-20% of the earned money.  Forget about the 66% oil refined outside assam, increasing unemployment in the state.
 
Similarly, lot of examples are there, where we can find only step-motherly treatment.
 
Now coming to our own system:
1) Do anybody remember about seeing an Assam Public Service Commission's Results anywhere in a newspaper, forget about the recruitment process and number of vacancies???
2) Is ther any correct figure of assamese student coming every year to Delhi, Bangalore, Chennai, Pune and completing their education and joining/making good career? If so, what percentage of them???  Have our news papers shown any interest in bringing out the fact about performance of  assamese/north eastern student?  Young gals and boys coming from the state and giving up their studies is very frequent scene here. Forget about 'living-together' and other things...How many of our parents dare to ask their children about their score card and results???
3) What about our friends in Parliment??? we have 14 MPs from assam alone. Hardly one can heard of saying them anything all together for assam.
 
Ther are lot more.. but i just try to say that this is a two way destroying process.
