A second priority is to provide adequate financial aid to outstanding graduate students in fields in which expected income is not high but expected value to society is great. One consequence of Harvard's "every tub on its own bottom" system, by which individual Schools are largely responsible for raising and managing their own resources, is that the Schools whose students most need financial aid are often those least able to provide it. In recent years, we have taken several major steps toward addressing this concern:

I was going thru the Harvard College (bachelors program) website -for tomorrw's interview for school counsellor's position - and I was shocked to note that its offer of need based full schol/aid extends to international students as well!! I had ofcourse seen this news during my pasty year at Harvard - it was announced last year - BUT it was then not clear that international students are also eligble.
Now, depending upon family income of the admitted student - the student may get full financial aid. Indians are generally very poor by US standards -so almost all would qualify for full aid.

www.umd.edu in the area where I am staying right now Harvard requires admission seekers to take 3 more subject based tests SAT-II (
www.collegeboard.com )

Harvard is strongly committed to making educational opportunity accessible to all. All financial aid is awarded on the basis of financial need, and Harvard meets 100% of each family's demonstrated need. About 70% of Harvard undergraduates receive financial aid.
The financial aid policies for foreign citizens are exactly the same as those for U.S. citizens. All aid is need-based, and admissions decisions are made without regard to whether or not an applicant needs financial assistance.
Students who are not United States citizens or permanent residents should complete the "Financial Statement for Students from Foreign Countries." If you do not have a copy of this form, please request one from our office or download the forms. This form must be completed by all incoming students who are not United States citizens or permanent residents, whether or not they plan to apply for financial aid.
