As I see it, the problems with your comprehension here is a result of your need to RE-PHRASING what I write. I don't know why you keep doing that. But you end up confusing yourself in the process.

This is how I explained:

*** Yes, lack of development, looting of Assam's resources with little compensation, India's complete dereliction of its duties in protecting the borders and checking illegal infiltration, its abject failure to order the institutions of state that are essential for maintaining order in society, its
dysfunctional administrative system, its defective electoral system that results in incompetent representation of the people and thus the composition of legislative  bodies --- all of those are REASONS , along with the most important one, the one of a desire to become masters of their own fate , that resulted in the demand and struggle for SOVEREIGNTY.

*** Sovereignty, in addition to being a state of mind, is ALSO, very importantly, a mean, a tool to re-order Assam governance to be able to address those other issues -- the PROBLEMS. Because without this tool Assam cannot embark on effecting the governmental reforms, control over its economy, its development goals and priorities. Without these governmental system reforms Assam cannot make ANY DIFFERENCE to its lot.

I don't know whether you have realized it or not, you made a very important revelations for all of us in your above statement.
That is, Assam's sovereignty aspirations are not born out of the THREE major problems or the sysmptoms we discussed namely
(1) Under development of Assam & NE
(2) Heavy Illegal immigration into Assam.
(3) High level corruption in society.
 
In another statement you also made it very clear that these aspirations for Sovereignty are basically arising out of "that desire to be the master of one's own fate." (by taking power in one's own hand I believe).
 
I say Amen or Aum. And thank you for letting us know that. 
 
So in layman's language, the aspirations for Sovereignty has nothing to do with the problems of Assam but basically it is arising out of one's desire to be the master of one own fate. And you are hoping (I hope) that one you attain sovereignty you will also be able to solve the problems whatever those may be. 
 
All I can say that it has been a important revelations. I think GOI will be thrilled to hear that in their discussions with ULFA for Sovereignty.
 
Let us leave it at that before the Thanks Giving Holidays.
