Without going through any complex thought process, my simple recommendation is, "Guns and explosives will not solve Assam's problems. Get rid of guns."

Imphal, Dec. 25: A Manipur legislator accused of trying to shoot a senior government engineer with his licensed firearm today claimed he was just trying to teach him and his colleagues a lesson for allegedly awarding construction contracts at the behest of militant groups.
“Yes, I showed my gun to the engineer, but I did not threaten to pull the trigger. I whipped out the weapon only to convey the message that if they are going to award contracts at the point of gun, I have a gun, too,” Z. Mangaibou said.
The Congress legislator from Tamenglong district had pointed his weapon at a superintending engineer of the public works department inside the office chamber of minister Thoudam Devendra Singh on Friday. Engineers and other employees of the department stayed away from work yesterday in protest against the incident.
A case was registered against the legislator under the Arms Act at Imphal police station, but he has yet to be interrogated, sources said. The police have instead interrogated four engineers who were witness to the incident.
Mangaibou said PWD officials had been awarding contracts to undeserving people by citing pressure from militant organisations. “At least Rs 10 lakh worth of construction projects in Tamenglong district were awarded to militant activists, but no work was done.”
The legislator argued that the misuse of public money, especially diversion of funds to militant coffers, was a bigger crime than his. “If any criminal case is taken up against me, then there is no reason why the engineers should not be booked under the National Security Act for awarding contracts to underground elements on the sly.”
Chief minister Okram Ibobi Singh is already facing pressure from the Opposition to come clean on allegations that he has paid crores of rupees to militants.
Refuting Mangaibou’s claims, chief engineer Ng. Rastapati said: “Elected representatives are supposed to protect us in! stead of trying to browbeat us. Under the prevailing circumstances, we are unable to perform our duties.”
PWD employees are pressuring Ibobi Singh to take action against the “errant” legislator, whose admission of pointing a gun at an engineer comes close on the heels of the television exposé on MPs accepting bribes to ask questions in Parliament.
