Since the ruling entities NEVER attempted to REFORM anything, we can only theorize why it cannot work under the constraints of the Indian Constitution in its present form of controls under Delhi. AGP had no clue, and did not attempt to change anything, reform anything, and look what they ended up with.

To analyze and to create a theoretical model, prior to putting in place and testing for efficacy of a course of action is a well accepted and established
method.

I showed WHY the current model does not allow meaningful reforms.

Some of you assert otherwise. Since you do, one might hope you have an IDEA how it does, and thus would be able to articulate it.

Last time you addressed the issue playing Dalai Lama. Why don't you give it another try and tell us HOW it is EXPECTED to work?

I will give you ALL the LEEWAY you want.

You make up your OWN goals of REFORMS. Like whatever you would like to see in place of what is operative now. And tell us how it could be effected.

You explained it again and again the WHY which is 'existing rules of GOI" but you did not explain HOW?
