can only theorize why it cannot work under the constraints of the
Indian Constitution in its present form of controls under Delhi. AGP
had no clue, and did not attempt to change anything, reform anything,
and look what they ended up with.
To analyze and to create a theoretical model, prior to putting in
place and testing for efficacy of a course of action is a well
accepted and established

I showed WHY the current model does not allow meaningful
reforms.

Last time you addressed the issue playing Dalai Lama. Why don't
you give it another try and tell us HOW it is EXPECTED to work?

like to see in place of what is operative now. And tell us how it
