It seems that Gorkha rifles (whose soldiers are all Nepali Gorkhas -traditon since british times) has soldiers who are not aware of code of conduct -and maybe this regiment which is not having Indian soldiers - might be especially trigger happy on Indians.
 
Though I do not want to be seen as  diverting attention from the role of Indian govt and the army.

PS: Notwithstanding anything above my father who had fought insurgents in Nagaland from 1975 to 1978 mentioned that earlier regular troops were sent to fight the rebels but it was only when the fierce Gorkha soldiers came in did the situation come under control. Becos only the Gorkhas were having (in 1975) the skills to take on the Naga rebels. Perhaps by now others have learnt about jungle warfare though.
