ULFA flays Centre for Kakopathar killings

GUWAHATI, Feb 15 The banned United Liberation Front of Asom (ULFA) today slammed the Centre for the Kakopathar-Makum incidents, which led to the death and injury of several citizens, and described it as the very antithesis of the "confidence building measures" that the Centre had promised to initiate after the second round of talks with the Peoples Consultative Group (PCG) recently. The "first clause of confidence building measure(s)" is the Kakopathar-Makum "massacre", the outfit stated in the editorial of its monthly newsletter Freedom that was released on the Internet today.
"The unarmed, democratic, peaceful mass protest by the people of Asom could not be oppressed by rods, bullets and atrocities," the ULFA declared, adding that the February 10 "massacre" at Kakopathar and Makum is "a final reminder to the masses that the people of Asom are not independent." "Only citizens of a dependent territory are barred from speaking out with a free voice. A slave cannot expect justice from its master," it asserted.
The militant outfit said that even before the PCG members got home after the Delhi meeting, the "colonial" India took its "first step in confidence building by organising mass murder through indiscriminate firing on the public." The Indian "occupation power" has always been "undervaluing" the life and rights of the people of the state, it said while referring to Congress president Sonia Gandhis assurance on February 11 that the peace process would continue.
"The citizens of Asom need total assurance of being able to fulfil their inherent rights. They want the right to sovereignty and resolution of the Indo-Asom political conflict. They are not going to stop without achieving this now," the ULFA declared. It said that the Kakopathar-Makum "massacre" was a "deliberate action to subdue the tide of mass protests for restoration of legitimate rights." With this, the "Indian colonial rulers have broken their commitment given to the people of Asom through PCG."
Since the formation of the PCG, 25 ULFA cadres and 20 civilians have been killed "to pulverise the peace process," it stated.
The ULFA alleged that the "colonial rulers" have skilfully placed agent provocateurs among the peaceful protestors to cause disorder and to destroy the resistance movement. It urged the people of the state to struggle collectively to resist such attacks. It congratulated the people for their "peaceful participation" to make the bandh called by it last Monday a success. "We further expect your spontaneous support towards the national liberation struggle in a peaceful and disciplined way," it said.
Meanwhile, the ULFA accused Chief Minister Tarun Gogoi of befooling the people of the state in the name of investigating the cases of secret killings that occurred during the tenure of Prafula Kumar Mahanta.
"The Tarun Gogoi government grabbed power with the promise to punish the culprits involved in secret killings, instead of this secret killing has become a regular phenomenon in Asom today. Noticeably, this Tarun Gogoi government betrays the main assurance and continuing the activities of annihilation of the nation," it stated.
The ULFA said that the Congress led by Gogoi exploited the emotion of the people over the secret killings and came to power with the promise to identify and punish the secret killers. "Instead of punishing those culprits they have supported the assassins to carry on the secret killings safely." Gogoi is giving protection to the top police officers who were alleged of being connection with these killings.
Accepting that the Gogoi government has set up a one-member enquiry commission to probe secret killings, the ULFA pointed out that it was done at the time when elections are near. That the setting up of the commission is a pre-poll manoeuvre is proven by its progress and the non-cooperation of the government, it alleged. "We know that Indian judiciary would never punish the killers. We never support this system and never hope to get proper judgement," it added.
