He (Professor Remeirs)  did mention this issue in our classes. I wonder how much it affects Indians in India (besides Red Indians/Native Americans in Mexico). My personal experience is that it affects a lot - however many females educators in Jaipur atleast consider themselves doubly empowered by winning the attention and all that comes with it - to control schools - govt and private.

Shiv Charan Mathur - ex Cheif Minister of Rajasthan was allegedly involved with the school principal of a govt school in the heart of Jaipur and used his power to cancel all orders for her routine transfer  - to go to work in rural area.

Another said that when she was chaste and did not take bribes - others in the education department accused her of taking brabies Once she started taking bribes - (and as per reports she became 'close" to the Education Minister ) noone complained any more --this I heard from the horse's mouth - my father had taken me to her house in a lower middle class area in Malviya Nagar (she was a so-called Brahmin married a second time to a Dalit - 3 his children 3 hers from first marriage -to reap advantages of reservation) to get some department work done thru her. I was in my teens then.

Another is quite close to my home - a big college opened up in Ambabari area of Jaipur (hardly 1,000 homes there as independent plots) . It progressed grandly and now has MBA, Engg and other such programs running there and in other locales - a multi million US dollar set up. Who runs it - a woman's children -  who was supposedly 'very close' to various Congress Party officials.

Moral of the story : U decide.

Can you?
