Barman demoted as RBI Dy Governor

 GUWAHATI, May 2 – Yet another instance of deprivation of an officer from Asom came to light when RB Barman, seniormost of the Executive Directors of the Reserve Bank of India (RBI), was first promoted to the rank of Deputy Governor of the bank and within a few weeks he was demoted to his previous rank.

The latest issue of the Outlook, which hit the stands here today, gave a detailed account of the shabby treatment meted out to Barman and raised questions whether he was treated like that only because he is from Asom and is a Scheduled Caste. The report said that after the demotion of Barman, the Union Minister for Heavy Industries, Santosh Mohan Dev wrote to the Prime Minister Dr Manmohan Singh complaining that Barman was badly treated, while other MPs also made similar complaints to the Prime Minister, who was elected to the Rajya Sabha from Asom.

The Outlook report revealed that Barman joined the RBI 26 years back and rose through the ranks to become the Executive Director of the bank in November, 2000. Thereafter, three officers junior to him were promoted to the rank of Deputy Governor of the bank. On November 12 last, a meeting of the committee of the RBI’s central board elevated him to the rank of Deputy Governor, but on December 9, he was demoted to his earlier rank of an Executive Director. After his demotion, Barman wrote to the RBI Governor saying that the entire episode caused him great humiliation and embarrassment. But he did not get any reply from the RBI Governor.

The report said that one of the reasons for Barman being treated shabbily might be the fact that he was not adept at political maneuvering, lobbying and promoting himself and one of the reasons might be that he became a victim of the RBI’s inner politics. The report further quoted a spokesman of the RBI who claimed that as per the RBI Act, the strength of the Deputy Governor in the bank was only four and Barman was the fifth to be appointed, which resulted the withdrawal of his promotion. But the report also questioned how the RBI officials overlooked that particular clause of the Act while promoting Barman.
