Compare large neighbors in the region : China , India and Australia :

China http://www.uis.unesco.org/profiles/EN/EDU/countryProfile_en.aspx?code=1560
= 47% below poverty level , GDP per capita (PPP) = US$4500  ; population gr = 0.7% ; teacher-student ratio = 21
population = 1,294 million ; land area = 3 times India's

India http://www.uis.unesco.org/profiles/EN/EDU/countryProfile_en.aspx?code=3560
81% below poverty level; GDP per capita (PP) = US$1500; popu/ gr = 1.9%; teacher-student ratio = 41
population = 1.049 million

Australia :
0.0% below poverty level; GDP per capita (PPP) = $28,000 ; popu gr. = 1.3% ; teacher-student ratio = 18
but total population = only 19 million (less than Assam state's  population with atleast twice India's land area)

Can we complain about India's plight and blame it on others?

PS: I do think it is grossly unfair that Australia enjoys the fruits with its large land area and so low population . However, China has 3 times India's per capita GDP and see teacher-student ratio , birth rate etc

81% of people in India are poor - earning less than $2 per day http://www.uis.unesco.org/profiles/EN/EDU/countryProfile_en.aspx?code=3560

Not a surprise except for those singing glory to India's increasing middle class - supposed to be more than Europe's as per Economic Times report a few months back.

However, some countries with declining school-age populations will actually need fewer teachers. China can expect to reduce its stock of teachers by 1.8 million in 2015, while a more moderate reduction is estimated for India (50,000). This provides an opportunity to improve education quality by investing more resources per teacher and pupil.
