Thats an impressive list of strategies this NGO has come up with for the development of NE region. The question is : are these strategies workable ? Can the NGO deliver?
 
For instance, from where does it plan to get the bio-diesel for its strategies :
**Methanol/Biodiesel fuel distribution to GP’s for tillers/agromachines.
**Production and supply to Districts of Methanol/Biodiesel fuels. Assam-Tripura
 
As far as I know bio-diesel is a new technology being developed and is not economically viable unless vehicles have engines esp attuned to them - and its availability is in question.
 
This strategy is also interesting:
***  Mass produce/Assemble :Low cost Methanol/Biodiesel- powered Tillers/Tractors
and also:
****Organize Guaranteed  paying work for every able Idle  Citizen within the GP with Low/No investments-and organize the Distant Marketing of their products.
 
They remind me of the planned economy of Soviet Era and License-Raj of Pre-ManMohan era (till 1980s) of India. Why not help develop local industries come up with such industrial production plants?
 
 
However, it is good that so many strategies have been thought about- providing a comprehensive picture of possible eco. deve. strategies. The question is about their effectiveness and their efficiency and also whether Scorpio can do it all even if given all the resources in the world --does it have the trained manpower for that?

·        Organize Gas Based Sponge Iron production at Naginimara out of Magnetite brought in from Phukpurrh in Tuensang along Dikhow in Barges.
·        Organize Metallurgical Coke/Coaltar Chemicals from Ledo/Jaintia/Garo coals. Indian Steel Industry Based on Blast Furnaces will pay any price for Metcoke
·        Marble gathering-cutting and  barging down Subansiri from Taliha.
·        Sulphuric Acid from  Pyrites from Taliha Barged down the Subansiri.
·        Superphosphate from above Sulphuric acid + Phosphorites from Yunnan  trucked 100Km to Daphbum and Barged down the Deepened  Noadihing.
·        Completely updated High –Value Petrochemicals out of all unused/underutilized Gases/Condensates/Naphthas/Still Bottoms of Existing Refineries .Not “Gas Cracker”.
·        All possible Power Generation Project Implementation.
·        Barge- Traffic -Enabling Brahmaputra/Barak Channel Straightening /Deepening as envisaged by BJP Govt. in 2001-02.
·        Humane ,efficient , Personalized- Care  Low-Cost  Eco -Tourism networking including Bangladesh Traffic involving Sea-River-Mountain Camping/Trekking
