I agree.  But when you say ‘Indian mismanagement’ don’t you agree that Assam has or the Assamese have a substantial part in it? The Constitution of India has  made the State Government practically supreme in respect of the State subjects,  in developmental matters like agriculture,  education, health and so on. The States have their own sources of revenue including powers of taxation. As it now stands Assam has not been as progressive as most of the sister States of India (some people do make comparative studies in this area from time to time)  .  Do you want to put the blame entirely on Delhiwallahs or some other fellow Indians for these failures ?
