If they had ,they would have put this circular order:
"If less than 30%turn up at any office/undertaking on this illegal Bandh day,those 30% will return after signing before10:30 and the whole office/Undertaking will sit on the next predeclared Holiday/Sunday for a full day's work. Those who fail to turn up will be deemed absent for 5 days next and barred from attending. This order applies to all office bearers who draw salaries and perks from Peoples' Econmy(Treasury)."

The GOA's response to bandhs is a positive step. If schools, colleges, private and GOI establishments also follow strict attendance/work rules bandhs wouldn't generate much public sympathy.AT's news item - highlights mine._____________________________________Govt directive on Asom bandh
GUWAHATI, Oct 19 In view of the proposed 12-hour Asom bandh call given by a certain organisation on October 20 from 6 am, the State government has directed that all government offices and services throughout the State should function normally during the bandh period, an official release said.
The State government has issued instructions to all administrative departments, heads of departments, DCs and SDO(C), etc., to ensure normal functioning of all government offices and services during the bandh period throughout the State and to take action as per instructions issued from time to time in this regard. Employees abtstaining themselves from duty will be treated as unauthorised absence and the State government has further instructed to take action as per prevailing rule in case of unauthorised absence, the release added.
