3100 crore is about 3/4 billion USD - a huge sum!! Is their any parallel for
any other city in India - even Delhi may not have been given such a sum since
independence 60 years ago - in total. though I do not have any facts and
figures. what will they do with so much money -- fill the pocets of politicians
and building contractors?

Seriously why was the sanction denied? Again no specific plan
from the beneficiaries? Or could it be that the sanction was announced before
it was actually made?
Didn't you see some letters in the Assam Tribune with suggestions on how
the money could be used? What does GOA tell them now?
