An empty Dispur; whither performance?

GUWAHATI, Dec 19: Asom Government provided each and every MLA and minister of
the State with a laptop so as to make the State administration active and
smooth. The Winter Session of the State Assembly was adjourned sine die on
December 15, and on December 19 Dispur is literally empty as if there is no
task for the ministers to do now. This and many such incidents are glaring
examples for which the performances in a number of departments like Irrigation
and PWD are a total failure.
According to sources, while Chief Minister Tarun Gogoi and his ministerial
colleagues Prithibi Majhi, Pranab Gogoi, Bharat Narah and Goutom Roy left for
New Delhi, Himanta Biswa Sarma, Pramilarani Brahma and Chandan Brahma left for
Kokrajhar. Among the other ministers, Goutom Bora is in Dibrugarh, Khorsing
Ingti in Karbi Anglong, Nurzamal Sarkar in Tezpur, Rockybul Hussain in Nagaon,
Ripun Bora in Gohpur and Pradyut Bordoloi in Tinsukia. The ministers who are in
Guwahati but have not attended their offices today are Dr Nazrul Islam and
Rihon Daimary. The ministers who attended their offices today, only in the
morning, are Dr Bhumidhar Barman, Ajanta Neog and Dinesh Prasad Goala. Assembly
Speaker Tanka Bahadur Rai is in New Delhi heading an all-party delegation, and
the Chief Minister is in the national capital to attend a meeting of the Indian
Olympic Association (IOA).
This is not all. If anything serious happens and the ministers fail to act with
the right earnestness, there is none to catch them on the wrong foot as most of
the Asom Gana Parishad (AGP) members are also away. It may be mentioned here
that a number of AGP leaders, including party president Brindabon Goswami, are
in New Delhi to register their protest against, what they call, the Centre's
failure to hold peace talks with the ULFA.
It may be mentioned here that a few years ago Asom Chief Minister Tarun Gogoi
was on the top of India Today's ranking of chief ministers in accordance with
their performance, but in the latest ranking, also by India Today, Gogoi has
gone down to the fifth slot.
On the bureaucratic front, while Chief Secretary S Kabilan is going to retire
voluntarily tomorrow, Finance Commissioner Himangshu Sekhar Das is going on
leave for nearly one-and-a-half months beginning December 20.
