‘Centre lacks sincerity in solving ULFA problem’

  Guwahati, Jan16: The ULFA-nominated Peoples' Consultative Group (PCG) today 
accused the Centre of lacking sincerity in solving the insurgency problem and 
said a political solution was the only way out. 
  "The whole problem lies with the government. There is lack of sincerity on 
their part. They have not fulfilled the decisions taken at our June 22 
sitting," PCG spokesman Lachit Bordoloi told reporters here. 
  "The Centre was positive then. But something seems to have gone wrong after 
that. The government has to solve its problems if the peace process is to go 
forward," he said. 
  Asked whether the peace process has been derailed, Bordoloi said, "I don't 
think so. I am hopeful. But the Government of India is solely responsible for 
the restart of the process." 
  "The good signal after the violence (killing of 61 migrant workers) is that 
ULFA has been repeatedly expressing its willingness for talks if the five 
(jailed cadres who release the group has been demanding) are released". 
  Terming the killings as "unfortunate", the PCG spokesman said, "Merely 
condemning one incident cannot help in bringing peace. Peace talks should be 
held for preventing further bloodshed." 
  On the ULFA's sovereignty demand, Bordoloi said, "The demand of an 
organisation fighting for 27 years losing 10,000 of its cadres cannot be 
ignored. Earlier the Centre was willing to discuss any issue. Even legal 
opinion is that discussion on sovereignty is not against the spirit of the 
Constitution."  
  "But later, the government was not willing to talk on sovereignty. This is 
very contradictory. It will not help the peace process," the spokesman said. 
  Bordoloi was also critical of Chief Minister Tarun Gogoi, accusing him of 
giving contradictory statements on his stand on the peace process. 
  On the ongoing 'Operation Clear' launched by the army in the wake of the 
recent killings, he said, "The problem cannot be solved through army operations 
but only through a political process."
