Good resource . Check out the Right to Education Bill pending in Indian
Parliament.
I'm told the Indian govt is trying to pass the buck to state govts -and also
onto unaided private schools (who are totally private and survive on school
fees and donations).

In US no private school can be forced to take in students they don't want.
In India already schools run by minorities can restrict admission of majority
(religious and linguistic) to just 50% of their intake.
  http://www.ashanet.org/campaigns/rte/docs/RighttoEducationBill2005.pdf

Schools run by majority (mostly Hindus in most states) will be the only ones
forced to take in students who may not even be qualified and may not pay the
fees. Minority schools in many cases get hundreds of millions of dollars worth
of foreign aid from the west and middle east - majority schools get nothing
like that-in 99% cases.

Instead -- the govt should give vouchers to students - so that they seek
admission in the school of their choice(and ability) - and pay for their
education - from the vouchers given by the govt ---like in US. In Washington DC
25% students in the city study in private schools (called Charter Public
Schools) and their expenses are paid by the govt . DC Public/govt schools are
failing for long. The private schools are not forced the the US state govts to
enrol such students.

Right of educators should be also based on equality. I'm not saying that we
should follow the US example where some of the majority Baptist univs/schools
restrict employment of teachers etc to only those belonging to their faith.
Atleast there India scores - hiring is free of any bias -legally.

  Any comments?
