Singlehandedly you are trying to undo  a great harm done to all Indian communities south of the Himalayas.

If Controlled Water Availability  CWA--to make the communities Green,well-fed,healthy-throughout the year is the net goal(casually stated by the Delhi official-as you say)--then

  • Embankments must all go flat to pre-embankment days' levels.
  • At Himalayan Foothills--following the hillbottom contourline say -100m a.s.l--create a manmade barrage say 6m high  all the way from Hardwar to Siliguri -- into which all waters----Monsoon ,post-monsoon will deposit to.  This will be equivalent to the Distribution Busbar of Electric supply.
  • From this Busbar ,draw Feeders(neat parallel canals with uniform slope)all the way to Ganga.You will soon find that Nature already created the slope of the Gangetic Plain with only that " natural" slope  in the last million years.Make sure  that flow through each of these Feeders are nominally equal on a yearly basis  {to avoid  regional disparity}.
  • If the total' Voltage Drop' from Busbar to Sink(Ganga)is say 55m water column, then equip 54 nos self-operating gates which will build up watrer levels behind them by 1mtr.before swinging open to allow water to downstream---and so-on-&on . Idea is for all areas to get plenty and easy always to fill up and store--and nobody suffers upstream/downstream for lack of water. Canal maintenance /desilting/gates - local worry.
