  Question now is how to encourage the ambitious rural youth to join ITI's and 
learn a trade, in stead of a quick bachelor's degree at the local college and a

  Corporate bid to upgrade State ITIs

 GUWAHATI, March 5 – It seems the winds of change generated by the process of 
globalization has brought good news for the Industrial Training Institutes 
(ITIs) of the State. The change effected by the process has also revolutionized 
the entire ITI concept in the country. The emphasis now is on producing 
world-class technicians with the participation of the industries.

The changed atmosphere has led the leading automobile company Hyundai Motors 
India Ltd to come forward for upgradation of the existing Motor Vehicle 
Mechanic trade of the Guwahati ITI here to a real center of excellence. The 
Company is investing Rs 7.5 crore for the purpose within the next five years. 

Meanwhile, the Union Government has decided to upgrade the Guwahati ITI into a 
Centre of Excellence along with the three other ITIs located at Jorhat, 
Dibrugarh and Kokrajhar. The Government of India will invest Rs 1.6 crore for 
the purpose in each of these institutions. 

The Electronics Corporation of India Ltd (ECIL) of the Union Department of 
Atomic Energy, has also submitted a proposal to open training centers at 
Guwahati and Nagaon ITIs on computer hardware and computer networking. 

The Hyundai Motors have started the process of developing the workshop of the 
Motor Vehicle Mechanic trade. The ITI is one of the 17 such institutions of the 
State being taken up by the Company under a similar scheme, said sources in the 
Guwahati ITI.

The Company will absorb the trainees passing out from the Centre of Excellence 
in the next five years. The Centre will produce 16 trainees in each of the 
batches. The Company is also training up the existing faculty members of the 
trade for improving their quality according to its needs.

The ITIs taken up by the Company under the scheme also include the ones at 
Nagaon, Jorhat, Srikona, Bongaigaon and Tinsukia. 

Explaining the Government of India (GoI) venture concerning the Guwahati ITI, 
the sources said that the venture was taken up under a World Bank-sponsored 
scheme in the sectors of construction and woodworking. These include six 
modules of masonry, carpentry, plumbing, electrician, survey and architecture. 
For the Jorhat and Dibrugarh ITIs, the selected sector is plastic processing, 
while for the Kokrajhar ITI, the sector is bamboo technology. 

Each of the courses under the scheme is of one-year duration. After the 
completion of their courses, the trainees may go for advanced training of 6 
months’ duration at the ITI level and another 6 months’ at industry level, 
sources said.

Referring to the ECIL bid, sources said that each of the courses will be of 
three-month duration and the respective ITIs will get 20 per cent of the 
revenue being generated by the programmes. The ECIL will also provide computers 
and necessary equipment to the ITIs and upgrade their existing computers and 
ECIL faculties will assist the ITIs in conducting the programmes, sources said.

The Institute Management Committees (IMCs) set up for the management of the 
State ITIs, are working on the ‘Modular Employable Skills for Self-employment’ 
of the trainees. The Directorate General of Employment and Training, New Delhi 
has already developed curriculum for the purpose.

These will be introduced by the ITIs through their respective IMCs according to 
the local needs with optimum utilization of the available infrastructure. The 
main target of these courses is to equip the school dropouts and the existing 
workers with formal recognition to their skills, sources said.
