GUWAHATI, March 27 – Congress today accused the Asom United Democratic Front
(AUDF) of inciting the inmates of the Hapasara Muslim refugee camp to resort to
violent actions. This resulted in yesterday’s police actions against the camp
inmates. However, the AUDF has denied it as a blatant lie. Addressing a press
conference here this afternoon Food and Civil Supplies Minister Dr Nazrul Islam
and Environment and Forest Minister Rockybul Hussain said that it was because
of the machination of the AUDF that the inmates of the camp went berserk
yesterday.

This has been established with the arrest of advocate Aminul Islam, the youth
wing president of the AUDF, they claimed.

The AUDF resorted to that instigation following a Government move to come to a
one-time settlement of the issue of rehabilitation concerning the riot victims
of Bongaigaon and Kokrajhar districts. For the purpose, the Government has
deposited an amount of Rs 3.52 crore with the Deputy Commissioner of
Bongaigaon, they said.

They also said that according to a 1993 account, there were 5,300 riot-affected
Muslim families in Bongaigaon and Kokrajhar districts. Of them, 4,500 belong to
Bongaigaon district, while the rest belong to Kokrajhar district.

Each of these victim families was paid twice Rs 10,000 and they returned from
their original places saying that it was not possible for them to settle there.
But the camps now they are living in are not set up by the Government.

Now, the Government will send its representatives to each of the camps and try
to find out the solution once for all. The Government has earmarked an amount
of Rs 10 crore for their rehabilitation. However, the problem lies in the camp
inmates not having a single organization to represent them, said the Ministers,
adding similar solutions would also be evolved for the Bodo and Adivasi
riot-affected families.

But, AUDF president Badruddin Ajmal and its general secretary-cum-spokesman
Hafiz Basir Ahmed Quasimi said that the police lathi charge on the Hapasara
camp inmates was totally unprovoked. The Civil SDO of Bijni himself was
involved in the incident and he personally beat up some of the inmates when
they tried to take out a procession.

The AUDF leaders went to the spot only after coming across the news of the
police action. Its youth wing president Aminul Islam was arrested when he
approached the police and civil officers with a request to not to be so
ruthless against the camp inmates, said Ajmal and Quasimi.

They also alleged that the Government apart from failing in its
responsibilities to rehabilitate these camp inmates also failed to provide
their children with educational facilities. An NGO sponsored by the AUDF has
been providing about 1,000 children of these riot victims education at
Goalpara, they claimed. They also demanded Rs 5 lakh to each of these families.

They also criticized the Asom Gana Parishad for its failure to arrange for the
rehabilitation of these families during the regional party’s term in the
Government.
