  I wonder why IMF -playing the global trade judge would warn a country that 
another one is about to play foul. Shouldn't it be warning the errant country 
not to do so?
   
  Earlier IMF warned India that open your economy or perish and India obliged 
by inviting Rolls Royce, Mercedes, Marlboro, Levis, Coca Cola  and others to 
set up shop. British American Tobacco (ITC) was already there alongwith soap 
maker UniLever. 
   
  Where was Boeing or LockHeed Martin - to set up manufacturing operations in 
India?
