You are absolutely right in that the standard of primary education must be
sound to prepare the foundation for high school and college. This is also the
time to orient the young minds to ethical responsibilities as I have been
saying in previous emails. Primary education is a right of every citizen and
must be provided by the state (read government if you like).
At the same time, Assam cannot neglect the domain of the elite :-), the
IIT's, IIM's and other such portals to Indian stardom :-). Coaching for the
entrance exams are traditionally provided in the big cities by fee-based
organizations and Assam shouldn't be any exception. If a philanthropist teacher
wants to set up free coaching for the under-privileged, more power to him.

underpriviledged bihari bright students free of charge......batches of 30 in
patna. 28 of them qualifies for IIT this time. Hope some assamese can do
