Hehehe! - I was also thinking about this.

Maybe its a convoluted shystem - the Mancha leaders communicate to the
"jailed ulfa", the jailed ulfa in turn communicate with their visitors
(these could be anyone from Mancha leaders, PCGs or lawyers or even cops)
who in turn send smoke signals to the ULFA.

Or maybe they go on furlough for a few days just for this reason.
