A British firm, which acts as a consultant of the Thames Water Authority, will
guide the city civic body in implementing its drainage revamp scheme.
The Rs 400-crore project, which is scheduled to start in November, is being
taken up under Jawharlal Nehru National Urban Renewal Mission.
Sources in the Calcutta Municipal Corporation said the mayoral council members
unanimously decided to appoint London-based Werm & Wink as consultant for the
project till 2010.
Municipal affairs minister Asok Bhattacharaya has endorsed the decision to
appoint the firm, which had quoted the lowest price in the bidding.
The second lowest price, quoted by a German firm, was 50 per cent more than
Werm & Wink's figure. The British consultant has also agreed to offer five per
cent discount on pre-tax rate ??? for its service.
Civic principal chief engineer (project & development) Nilangshu Bose said Werm
& Wink is a civil engineering firm which has worked throughout the UK for
water, sewerage and land drainage infrastructure development.
Mayor Bikash Ranjan Bhattacharyya had held a meeting with the British deputy
high commissioner in Calcutta, Kevin McCole, to ensure Werm & Wink's
participation in the bidding.
Werm & Wink will introduce the trenchless tenhique in the city to desilt and
refurbish the century-old brick sewers running under main thoroughfares in the
city's core area.
The technique will cause "minimum traffic disruption", as it does not involve
excavation of the roads.
"The sewers are two-third full with silt. Once the silt is taken out,
waterlogging will be considerably reduced in the core area," said an official.

Vadodara, September 3: AS Assembly polls approaches fast, it is an inauguration
spree in the BJP-ruled Vadodara Municipal Corporation (VMC). On Monday, Mayor
Sunil Solanki inaugurated the construction work on nine major roads in the
city, to be built at the cost of Rs 21 crore.
Curiously, these are the invites for the works for which tenders have yet to be
awarded. The invites have no mention of the Jawaharlal Nehru National Urban
Renewal Mission (JNNURM) plan which finances their construction, the urban
development project of the Central government for which it has already given 60
per cent of the project cost grants. Predictably the fact that they are being
build under JNNURM project is missing in the invite cards as well as the
detailed notes being distributed by the VMC offices too.
On Monday, though the original schedule was for eight roads, most of them
spread around the city, a ninth road was also included in inauguration.
With an election code of conduct shortly to bring an end to such inaugurations
and political poll promises, the BJP in Vadodara has now scheduled a host of
inaugurations, funnily enough of all civic works which have yet to be started.
To given them credits only programmes are being held and invites distributed,
no inauguration stone is being installed at the spots.
Ashiwn Patel, BJP councillor as well as the president of the VMC public works
committee, admitted that all the nine roads worth Rs 21 crore are to be
constructed under JNNURM, for which the State government and VMC will be
shelling out equally 20 per cent of the cost, while the Central government is
giving 60 per cent grants.
On September 6, an inauguration spree of drainage works is scheduled, and in
between will be more roads and perhaps even storm water drains.
"The most funny announcement is of a gutter work for which work order was
awarded seven and half months. They are now inaugurating it. The BJP wants to
appropriate all the credit, but the money is coming from the center,'' pointed
out Chirag Zaveri, leader of Opposition in VMC. No surprises the invite card to
these inauguration ceremonies has no mention of JNNURM, but that of Nirmal
Gujarat logo - the Chief Minister's pet project — which incidentally envisages
clean Gujarat and not road construction and neither funding the listed out road
constructions in the VMC invite list.

The road is in good condition right till Bahucharaji Crematorium, and still it
is being rebuilt.
