The tempest that rocked Dhaka from August 20 to 22, under the cover of
student-protest, was masterminded by Indian intelligence agency — RAW
(Research and Analysis Wing), media reports and knowledgeable sources
confined that oversee RAW activities and its notoriority in Bangladesh.

It is learnt that RAW was behind the recent planted upheaval in Dhaka
University (DU) and other educational institutions of Bangladesh whose
students went on rampage against vehicles and business installations. The
situation was so worst that the government had no other alternative but to
impose curfew in Dhaka and five other divisional headquarters to deter
further escalation of anarchy and loss of property created outwardly by a
section students belonging to pro-India camp. Besides, there were
non-student hired hooligans and activists belonging to different political
parties and their front organizations that enjoy RAW blessings.

We have ample information that the row erupted out of a trifling matter over
seeing a football match at DU playground was fuelled and successfully
manipulated and managed by RAW. RAW was waiting for a chance and it availed
of the 'excuse' to teach a "good lesson" to the incumbent caretaker
government and undermine the image of Bangladesh Armed Forces. The tempest
was created in such a time when the country was recovering from scars of
India-created devastating and disastrous flood. This was a danger signal and
challenge not only to the authority and survival of the government but also
a threat to the existence of the Armed Forces and the country as well.

This could be treated as a spontaneous and instant reaction of the students,
if it were short-lived and limited to DU campus. Rather it erupted and
spread in many other universities and even colleges, which had no relation
with the incident of DU playground incident. It proves that a strong network
set by an integrated circle with large amount of financial support occurred
this situation. Disbursement of money was so open and enormous that the Army
Chief Lt. Gen. Moeen U Ahmed publicly alleged that evil power "poured crores
of taka to instigate vandalism in the streets."

Observing the rapidity of violence British High Commissioner in Bangladesh
Mr. Anwar Chowdhury could appropriately sense involvement of many vested
interests with the tempest. He rightly calculated, though the demonstration
was initially spontaneous it later took a sinister dimension due to
involvement of huge money. "Our assessment from what we have heard is that
it was initially spontaneous and then it was not. It became much more than
the incident. It became soon something much bigger something much sinister,"
the British envoy informed the journalists in Dhaka after attending a
meeting of all the foreign envoys at the foreign ministry on August 26
(2006). "A lot of money and coordination came into the equation," the

British diplomat informed and added, "We understand that it was a serious
disturbance which has strategic consequences. Most neutral people could not
understand why the escalation went into that dimension and that has caused a
lot of question marks among the people." He also mentioned, "Britain's
assessment that the incidents were coordinated, stemmed from the fact that
the demonstrations continued even after the government had issued an
apology, and met the students' initial demands by withdrawing the army camp
from the Dhaka University campus." It means British government did not find
any logic in continuing the protest and turning and escalating it to
devastating street violence that caused Bangladesh economically and
undermined its image internationally. Continuation and escalation of the
violence uncover the fact it was preplanned with some specific goals of
ruining Bangladesh in all sectors,

It known to all, Indian intelligence agency is engaged in disruptive
activities in Bangladesh since it came into to being in 1971. No other
country in this region and beyond is inimical to Bangladesh and no other
intelligence agency maintains so many tentacles and toadies in Bangladesh
other than RAW. RAW is engaged in causing the economic interest of
Bangladesh so that it remains poor and shaky, so that it remains submissive
to India. The rapidity of escalating the panic and vandalism even in remote
colleges of the rural areas uncover the fact that it was a most calculated
and well-knitted game.

Directly pointing to RAW's involvement in the recent (August 20-22, 2007)
upheaval the Rajshahi Burear of a Bengali daily 'Naya Diganta' of Dhaka in a
report on August 26, 2006 said, the Indian diplomats based in Rajshahi
launched hetic efforts to release three teachers of Rajshahi University
(RU). These teachers were former Vice Chancellor of RU (Rajshahi University)
and member of Awami League (AL) Advisory Council Prof. Dr. Saidur Rahman
Khan, Convenor of Progressive Teacher's Alliance Prof. Abdus Sobhan and
Prof. Moloy Kumar Bhowmic, a Hindu teacher of Management Department.

The daily said, officials of Indian High Commission openly remained active
and endeavoured to release the teachers arrested on August 24 for their
direct involvement in inciting the students and hired hooligans to ransack
RU campus. The arrestees were charged with violating state of emergency,
making provocative comments against the government and instigating and
inciting the students in RU campus to create havoc. On August 22 the
agitated students of RU clashed with the police and attacked, damaged and
ransacked the VC Lounge, Senate Building, Administrative Building, police
camp, Medical Centre, etc.

The violent mobs, branding them as students, set ablaze on seven microbuses
and one pickup, and other assets of RU and vehicle of the intelligence
agency. Total loss of assets in RU alone was about Tk. 2 crores, sources in
police headquarters in Dhaka confirmed. RU did not experience such havoc and
hooliganism in its 54-year existence.

Uncovering the direct involvement RAW with the recent agitation, the 'Naya
Diganta' said, Indian diplomats went to Motihar Police Station with a
vehicle having Indian flag where the arrested teachers were scheduled to be
handed over by RAB (Rapid Action Battalion) personnel. Diplomats went there
hours before the teachers were brought to Police Station from RAB custody.

Indian diplomats waited there for a long time and repeatedly tried to
influence police officials to release the teachers from Police Station. The
daily alleged that Indian diplomats tried to influence the police not to
lodge any case against them mentioning their involvement in the violent
behaviour of the mob at RU campus. At 5.30pm of August 25, the arrested
teachers were taken to the Court of Metropolitan Magistrate Rabiul Islam
from Motihar Police Station. A vehicle carrying the Indian diplomats
followed the police van upto the Court Building where they were produced
before the Magistrate who placed them under 10-day remand.

The daily informed that the three arrestees are the leading activists of AL
and they were directly involved in inciting and instigating the mob to
create anarchic situation in the campus and ransack various installations
and vehicles. It is alleged that many teachers and student leaders and other
officials RU are on the payrolls of RAW.

The ultimate goal of the violent and nihilistic street agitation was to
crush the Armed Forces let loosing RAW agents and operatives, branding them
as agitated people. Pointing to this reality, Barrister Mainul Hosen, the
adviser for Law and Information in an interview with BBC said, "It was
designed to bring the people and the Army face to face." Efforts were made
to undermine the image of the Army and make them controversial. A person
having Army dress was seen kicking by a street agitator. The effigy of Army
chief was burnt. "What does it mean? It was a very dangerous and destructive
plan," the Law Adviser opined.

Meanwhile, quoting investigators 'The Naya Diganta' on August 31 (2007)
said, the concerned agencies found multifarious hands behind the incidents
after August 19. "One of the major political parties AL (Awami League) had
instigation and patronization behind the incident. It is learnt that AL
played the vital role in the street after Shariar Kabir, who is known as
trusted of Sheikh Hasina, returned recently from New Delhi after getting
guidelines from an Indian minister" (Pronab Mukharjee). It is known to all
that Shariar Kabir is a trusted RAW pawn. Sheikh Hasina is also close ally
of India.

The daily said that a former pro-AL student leader, Shoeb Akhter, during
interrogation disclosed very sensitive information. He informed the
interrogators that Dr. Hasan Mahmud, the personal assistant to Sheikh
Hasina, while talking to Student League (SL) organizing secretary Ashraf and
President of DU Jagannath Hall branch of the same organization Kabi Sankar,
at 12 O'clock on 20 August, 2007 instructed them over cell phone to organize
massive movement and demonstration ransacking vehicles and other
installations. He also suggested them to violate state of emergency through
violent movement, the daily informed. Ashraf also named a number of leaders
of AL, SL, JSD (Innu), etc., whom Dr. Mahmud asked to strengthen agitation.
He provided cash money to SL general secretary Sajjad Sakib and asked him to
form 5-member committee in each of the DU halls and disburse Tk. 20,000 to
each committee.

Knowledgeable sources opined, Hasan Mahmud did not provide the money from
his own pocket. Money was disbursed not only among the DU students, but also
other universities and colleges where agitators went to the street. This
money came from RAW sources. Through this so-called student violence RAW
designed to strike a final blow on Bangladesh. Its intention was manifolds:
to cripple the town-based economy and business centres, disrupt and destruct
road communication and infrastructures, lead the so-called student movement
to the zenith of mass-uprising to unseat the government and start civil war
by bring the people face to face with the Armed Forces to prove Bangladesh a
dysfunctional and failed State and pave the way for Indian military invasion
in Bangladesh firstly, to install a puppet government and finally, merge it
to India.

The caretaker government should carefully identify those who were directly
or indirectly involved with the plot and take drastic action against them
without fear and favour. Any mercy to and compromise with them will be
sinister to the country and its existence. No mercy should be shown to them,
as they stood against the State.*
