The transformer is mounted about 8' above ground ( extrapolated from the approximate diameter of the pole being about 10"). That may be a reasonable height off the ground. But not necessarily so, if the population is uneducated about it. Can they be uneducated? You tell us :-).

The voltage on the secondary side can't be more than 440V in India.
If the poles are not too high, there should be barrier around it, I agree.
