GUWAHATI, Oct 19: Only two, both independent, of the 126 MLAs of the State
could fully utilize the MLALAD funds during the fiscal 2006-07. The Planning
and Development (P & D) Departments analysis of the use of 2006-07 MLALAD
funds reveals that Polasbari MLA Pranab Kalita and Bokakhat MLA Jiten Gogoi
could utilize the MLALAD funds fully during the fiscal 2006-07. Rs 1,280.42
lakh of the Rs 3,780 lakh released by the P & D Department during 2006-07 as
MLALAD funds remained unused.
While Pranab Kalita, who was a teacher and film-maker earlier, could utilize Rs
30 lakh meant for the development of his constituency in as many as 13 schemes,
Jiten Gogoi, who allegedly had links with a banned outfit earlier, utilized Rs
30 lakh in as many as 77 schemes.
When asked on the secret behind the 100 per cent utilization of MLALAD funds in
his constituency even as a number of MLAs blamed it on bureaucratic red tape
for the MLALAD funds remaining unused, Pranab Kalita said: I took special care
to prevent bureaucratic red tape from blocking the funds meant for development
of Polasbari LAC. Dakshin Kamrup Vikash Gosthi, an NGO of which I am myself the
chairman, saw the implementation of all the schemes in my constituency. When a
scheme is given to a village, a construction committee is formed first. I dont
allow the construction committee members to go to the Kamrup Deputy
Commissioner office so as to prevent them from getting trapped in bureaucratic
red tape. The NGO collects the cheques from the DC office and hands them over
to the construction committees which do the construction work under the strict
vigil of the NGO.
Kalita further said that he had already submitted the proposals for
developmental schemes to be undertaken during the fiscal 2007-08 to the Kamrup
Deputy Commissioners office.
