President of India gets Rs. 30000/-. In 1950 Dr RP used to get Rs. 10000/-
and Cabinet Ministers pay was Rs. 1500/- (all pm). In due course. Now
Cabinet Minister's get about 60K and MPs get about 50K. President's salary
got frozen in time.

In India no President has been ever accused of any corruption charges. It's
the minister's and officials who are regularly in news for these malaises.
Low salary can be one cause, more than that I think the expenses legislators
incur in elections. As soon as they get a ministerial berth, the focus is to
recover the money with a buffer for next election. The officials regularly
has to contribute. For example, in Assam as I know from reliable sources;
MVIs, DTOs, Rangers, excise, Sales tax officials, industry officials. police
officers, DIs, SIs etc. have monthly amounts to be given to respective
bosses. So corruption is institutionalized. MP and MLAs have their local
area development funds, where the going rate can be 15-25%.

Money is extracted in awarding contracts, govt. jobs and it has become a
routine to by pass merits even in state civil services.
