and the MLAs are sending central govt money back --and blaming it on Govt 
Babus. Oh we look at our rights but ciitzens do not look at our duties -- is it 
the duty of a citizen to make sure the govt opens schools and runs it.

 In US school boards have elections and local community leaders (read local 
property dealers, grocery owner, dentist, labor unions leader  and other local 
interest people esp) tkae active part in campaigning for such positions atleast 
-- ofcourse self interest works best --doesn't it  :-)???

 No LP schools in 410 villages of Barpeta district!

 KALGACHIA, Oct 26 – At a time when crores of rupees are being spent in the 
name of elimination of illiteracy, many villages in Barpeta district are still 
to be enlightened with primary education. Considering education as the 
fundamental right though it was made compulsory through amendment to Article 45 
& 93 of our Constitution and for the purpose of getting all the rural children 
within the age from 6 to 14 years admitted to the primary schools though 
campaign was launched all over the State, yet a large number of children in 
Barpeta remain out of schools.

According to information, over 40,000 children under 8 education blocks in 
Barpeta district are deprived of admission to school. On the other hand, in the 
age of information and technology there are no primary schools or any 
additional education centre in 410 villages out of total 3285 under eight 
Education Blocks in the district. 

Consequently about 40,000 children of those villages are being kept away from 
elementary education.

Reliable information says that 14 out of 340 villages under Bajali elementary 
education block, 38 out of 311 villages under Barpeta EB, 18 out of 416 under 
Bhabanipur EB have no LP school. Likewise, no school has been set up till date 
in 39 villages out of 424 in Chenga EB, in 68 villages out of 420 in 
Gobardhana, 80 villages out of 486 in Jalah EB and 53 villages out of 375 in 
Ruposi EB. Thus a total of 410 in Barpeta district including the highest 100 
villages out of 531 in Mandia EB have no primary schools for admission of 
children. Most of the children who remain out of school under these 
circumstances are used as child labourers and exploited in various appalling 
workfields. Even some of them are living labourer’s life outside the State.

On the other hand, in contrast to 84.45% literacy rate in Bajali revenue circle 
the literacy rate of Jalah revenue circle is 78.25%, Barpeta revenue circle is 
62.7%, Sarthebari is 60.55% and Kalgachia circle is 42.9%. The conscious people 
of the district currently have expressed serious concern over the pitiable 
plight of elementary education when the Central government is taking all steps 
to generalise the elementary education.
