Modern small   Hi-Tech Steel Plant/s would have to be  set up for Assam to 
come to 21stCentury.
  
That will not  happen in Indian Assam.
Paswan is Thinking of a Steel Processing Plant.That was Thunk when Biren 
Baishya was Steel State Minister in Deve Gouida's time. 100Ha land was granted 
by AGP, Sheds were set up--and when Deve Gouda went-that became a dead "Project"
 
Plan was/still is:
To bring in CRCA strip in Coils from SAIL Rourkela/Bokaro, coat Zinc and sell 
cgi sheets to govt 's Indira Awas Yojana huts or such   Govt 'aided ' BPL 
projects. 
And to  take away all the profits-snatching from the small private competitors 
having their Galvanizing baths outside Assam.
This is not any Steel Plant!!
You  need to discuss what kind of Steel plants will be needed in Swadhin Oxom 
,whatproducts these must  produce --using what TEChnologies-- and why these 
will be our Economy's Backbone.
 
Yours Truly strongly suggests --nothing  new should be built in/around Guahati.
