Water used-including Toilet -Use -Water-via Agriculture if need be.
Do not be Despondent-Mr Minister.

Proposal to interlink rivers gets cold response'Ramanathapuram (TN) (PTI): 
Tamil Nadu's proposal to discussinterlinking of rivers in southern states has 
received cold response,state Public Works Department minister Durai Murgan has 
said."I had written several letters to irrigation ministers of southernstates 
to discuss possibility of linking the rivers. But so far I havenot received any 
reply from them," Murgan told a seminar on'irrigation and water resources' here 
on Monday.The Centre should bring in strict laws to link the rivers 
andnationalise them, the minister said.Meanwhile, the first phase of survey to 
link the Cauvery with theKundaru river in Tamil Nadu was going on, he said.The 
plan was taken up as dams had surplussed several times in recentyears and huge 
quantity of water went waste.As per the plan, excess Cauvery water would be 
diverted toKattalaikalvai and from there it would be taken via Pudukottai 
andRamanathapuram districts and linked to the Kundaru and then to 
Vaigairiver.On Kerala's proposal to construct a new dam downstream 
Mullaperiyardam, he said it might not be possible as the area housed a 
tigerreserve and a bird sanctuary."The Central government would not sanction 
permission to build the damin order to protect the wildlife," he claimed.On 
protection of waterbodies, he said strict laws were needed toensure it.The 
World Bank-assisted scheme to protect water bodies would bemonitored by a team 
constituted by the bank. Fine would be imposed oncontractors if any malpractice
