Few more points --- I did not research on whether all other states require one to be proficient in local language to get a job OR whether GOA does not require that. But GOA jobs (including APSC) are under Direct control of GOA. Not sure what Indian Constitution has to do in this case ? Or is it that Indian constitution mandates that except Assam all other states can/should restrict jobs to people knowing local language and Assam Cannot have anything like that ?
