National News Back Govt to spend around 20% on
education in 11th plan

The government has decided to spend around 20 per cent of the total 11th five
year plan budget on education. This will be more than double the money spent on
this sector during the 10th plan which was around 9 per cent. Delivering a key
note address at a National Conference on development of technical education in
India in the capital, Member Planning Commission Prof. B. L. Mungekar said that
the existing educational institutions must restructure themselves to absorb
this volume of funds. He said the national development council will aprrove the
11th plan on Wednesday. Making a strong pitch for inclusive education by taking
care of the needs of the marginalised sections of the soceity, Prof. Mungekar
said expansion of education must be egalitarian in nature. The government has
flagged off certain areas for the additional expenditure on education. These
are increasing the intake of technical education from 5.7 lakh to 10 lakh, over
one lakh faculty, 73,000 Phds and 58,000
Master degress during the 11th plan. He said over 1200 new technical
institutions will be established to address the regional and funding imbalances
in higher and technical education. He said a recent international study pointed
out that 70 per cent of engineering graduates in India are not employable and
therefore the authorities must make the ecducation relevant to the changing
times. Reading the inaguural speech of the Union Minister for Human Resource
Development, Mr. Arjun Singh, Prof. Mungekar said that If India is to become a
super power the abundant human resources must be tapped properly. The Minister
also emphasised that access and equity should be accorded high priority in
expansion of education in the country.
In his address the Secretary, HRD Mr. R. K. Aggarwal said that for the end of
the 11th plan government will be spending 5 to 6 per cent of GDP on education.
