This is the second time we have seen a picture of unsafe installation of an electrical transformer. Is there a problem with the ASEB specification for transformer installation? Or was a short cut taken by the contractor who installed it? Best practice is to mount the transformer high on the pole. If not possible for whatever reason, a barrier needs to be placed around the installation. It is all common sense, one does not need a degree in electrical engineering.
