It seems despite 20% of its adult population having AIDS/HIV South Africa has 
undoubtedly better designed and managed cities than India -- see the roads and 
the traffic. I saw today my first Indian movie in a US theatre called RACE -

It was set in Durban South Africa. I just wanted to double check whether they 
really had these Miami and Los Angeles style cities  and roads and buildings.  
This wikimapia shows Durban is indeed way ahead of Mumbai or  Delhi in terms of 
infrastructure

 why not in India?
Ofcourse Chandigarh is also well maintained but on small scale.
