In Indian democracy the two has been widely and mutually exclusive. As a student of IIT Kanpur when Dr. Agarwal was teaching there, I offer my warm greetings to him. There is no doubt that India is a country with great challenges in the management of water systems. The Himalayan waters are absolutely crucial for large populations in South Asia. However, there is a great gap in knowledge on this and engineers are applying an outdated and highly incomplete knowledge base to address this challenge. Our appeal to the PM should include a moratorium on major engineering interventions in the Himalayan rivers based on such an old knowledge base and a policy formulation based on interdisciplinary knowledge, ecological sustainability and social equity and participatory decisions. I appeal to all scientists, engineers and concerned citizens of India to demand from the PM a scientific policy for Himalayan rivers, before starting projects here and there. That will be an expression of support to Dr. Agarwal.
