Would it be a democracy in the sense it is understood in the present age? In Polland, the noble used to elect kings, as a learned Polish professor had told me recently. Also the greeks and the romans enjoyed democracy of the elites, i suppose. But that is not the democracy that is referred to as far as the US is concerned. There is however no issue with the proposition that in a democracy some people as well as leaders would harbobur racist attitude.
