Excellent, well deliberated and written article, Mayur. 

Personally, I believe that more languages a person has mastery over, the better 
it is. But it is impractical,
if not impossible,  to be fluent in many languages. There are limits to how 
much a person can absorb, in
his/her circumstances. But we know that English language proficiency is not 
something that any parent
today could discount. So, it has to be both English and Assamese or whatever 
the predominant language of
communication might be in the region. That brings up the question that Santanu 
raised, rightly, about the role
of the other elephant in the room, of Bolywood Hindi and Hinglish, as a link to 
the larger population and a need
to feel belonged in it as well, if for no other reason, for economic 
well-being. And last but not the least, is 
one's mother tongue, if not the predominant regional language, like Bodo or 
Karbi or Khasi or Bengali.

So, it is a complicated issue, and simple, pleasant answers will never be 
found. 

Even though I have little qualification to give any advice here, I can, from 
personal experience, assert
that GOOD vernacular and English language instruction are absolutely critical, 
like other staples as 
Mathematics, Science,Citizenship, History and Geography.

The key here is ABLE teachers and schools that are well run. Yes, parents' 
abilities and involvement
too are critical. But that is not available for all. For those children, still 
the largest percentage of a generation,
good effective schools with able teaching is a key to survival and prosperity, 
ALONG with economic
development. Ultimately, economic considerations will trump all others and will 
set the tone of
one's society's outlooks and evolution. That is the BAD news. 

But don't despair. Things do have a way of evolving in ways that have not, 
historically turned up 
all that bad :-).
