It is hardly the receiver that will deny the free money. It is for the donor to decide whether the money should be given. British people( as per news on the web ) are already annoyed at having their tax paying money go to countries like India to build it's defence and space tech when millions still live in poverty. India may become a world power but a great percentage of the population will remain poor. I don't think foreign aid will solve it.
Assam would have been developed by now if crores of money hadn't been siphoned off by it's own people. I think the aid is more like a goodwill donation. It will result in more Ind-UK trade with the balance sheet favouring UK.
